STANFORD -- John R. Harvey, director of the science program at Stanford's Center for International Security and Arms Control, has been appointed deputy assistant secretary of defense for forces policy, the Pentagon announced Tuesday, March 7.
The appointment is effective March 21. Harvey will take a leave from his position at Stanford to serve in the government. In his new role, he will be responsible for a wide range of policy and programs relating to U.S. strategic and theater-based nuclear forces, and ballistic missile defense.
At Stanford, Harvey has led research in a number of areas, including the proliferation of nuclear weapons and advanced delivery systems, safety and security of U.S. nuclear weapons, export controls on dual-use high technologies, and U.S. defense restructuring.
In addition to his research endeavors, Harvey has lectured on arms control and national security policy at Stanford.
He is the second Stanford scholar to take a high post in the Defense Department during the Clinton administration. Defense Secretary William Perry is a professor of engineering-economic systems and former co-director of the Center for International Security and Arms Control.
In addition, Coit D. Blacker, deputy director of the Institute for International Studies, recently was appointed special assistant to the president for national security affairs and senior director of the Office of Russian, Ukranian and Eurasian Affairs.
While directing the science program at the center, Harvey concurrently has been a member of the NATO Science Committee Advisory Panel on Disarmament and the National Academy of Science-Russian Academy of Science joint working group on dual-use technologies and export administration.
Before coming to Stanford, Harvey held several positions from 1978 to 1990 at the Lawrence Livermore National Laboratory, including project manager for Advanced Strategic Missile Systems, in which he directed concept and feasibility studies for nuclear warheads.
His most recent assignment at Lawrence Livermore was as deputy program leader for Strategic Arms Reduction Talks and Intermediate-Range Nuclear Forces Verification. From 1982 to 1985, Harvey was on loan to the Office of the Secretary of Defense, Strategic Arms Control Policy Office, where he was a technical adviser on the START negotiations. He also served as the defense secretary's representative to the U.S.-U.S.S.R. Standing Consultative Commission.
Harvey earned a bachelor's degree in physics from Rutgers College, and master's and doctoral degrees in physics from the University of Rochester. He is author or co-author of more than 50 scientific and technical papers. In 1985, he was awarded a medal for outstanding public service by the Secretary of Defense.
