Addressing a group of diplomats visiting the Hoover Institution on June 27, George Shultz, a distinguished fellow at the Hoover Institution, said North Korea made a good first step by disclosing details of its nuclear program and destroying the cooling tower at its nuclear facility in Yongbyon.
