Kapur and Bunn discuss the Bush administration's agreement with India
Two experts on nuclear issues, Paul Kapur and George Bunn, of the Freeman-Spogli Institute for International Studies at Stanford, outline some of the arguments surrounding the nuclear agreement signed last week in New Delhi by the United States and India. The agreement is not part of the Nuclear Non-Proliferation Treaty (NPT), which India has not signed. It would grant India benefits that previously have been accorded only to nations that gave up nuclear weapons to join the NPT. Kapur is a visiting professor at Freeman-Spogli and an expert on South Asian nuclear security. Bunn is a consulting professor at the institute and one of the negotiators for the United States on the original treaty, which was opened for signatures in the late 1960's.
