Philip Zelikow said there were four major government failures leading up no security, and the disaster of September 11 2001. At Kresge Auditorium, the executive director of the 9/11 commission told listeners at a Stanford Institute for International Studies seminar Oct. 20th the government, and the American people, have to consider the post 9/11 crisis one that will require permanent long-term attention.
